ECLT was formed by residents volunteering together to help create better affordable housing and healthier land use.
A community land trust (CLT) is a nonprofit organization that owns and manages land in order to provide affordable housing, community facilities, and other resources for the benefit of a community. Here’s how they work and why they are important:
Ownership Structure: A CLT acquires land through purchase or donation. The land is held in trust by the organization.
Long-Term Stewardship: The CLT retains ownership of the land indefinitely. However, it leases the land to individuals or organizations for a specified period (often 99 years) through a ground lease.
Affordable Housing: On the leased land, homeowners or tenants can build or occupy homes. CLTs ensure that these homes remain affordable by restricting their resale prices to keep them within reach of low- and moderate-income families.
Community Control: CLTs are governed by boards that typically include community residents, public officials, and other stakeholders. This ensures that decisions about the use of the land and its benefits reflect community needs and priorities.
To provide opportunities for low and moderate-income people to secure quality housing that is permanently affordable and that will be controlled by residents on a long term basis.
To prevent displacement and preserve the quality and affordability of housing for future low-income and moderate income residents in Southern Alameda County, specifically the Eden Area which includes the City of Hayward and the urban Unincorporated Eden Area of Alameda County.
To relieve conditions of poverty, dependence, chronic unemployment and underemployment, community tensions, and promote activities that promote empowerment and the self-determination of the community.
To acquire and steward property in the Eden Area to permanently preserve land for public use, responsible residential and commercial development, for recreation, as open space for the enjoyment of the public, or for the protection of natural ecosystems.
